IPSSA and PHTA: what membership gives a pool service business
Outside facts checked 22 October 2026
What IPSSA is
The Independent Pool & Spa Service Association was formed in 1988, when two associations, IPSA and Cal-IPSA, merged. Its roots go back to 1961, when pool service technicians first banded together. It says it exists "for the mutual professional benefit and growth of its members" and for the continued improvement of the pool and spa industry.
IPSSA works through local chapters grouped into regions. The chapter is where most of the value is: you attend its meetings, and its members are the people who cover your route.
What IPSSA membership gives you
- Route coverage. Members cover each other's routes during illness or injury, under each chapter's Standing Rules. IPSSA calls it Tech-4-Tech Route Coverage.
- Education at chapter meetings, where associate members give presentations.
- Group insurance. Members can buy group general liability and life insurance through Arrow/HUB Insurance Service.
- The IPSSAN, the member publication, with industry updates and tech tips.
- Free water safety materials to hand to customers.
- Scholarships for members through the IPSSA Education Fund.
- Rebates and member offers, for example the Pentair rebate program.
- Networking with other techs in your area.
For a one-truck business, route coverage is the benefit that is hard to get any other way. If you are laid up for two weeks, your customers still get serviced, and you still have customers when you come back.
Who can join IPSSA
IPSSA's membership page lists these requirements:
- You are self-employed or employed in pool and spa service and repair, and earn more than 50% of your income from it
- You attend a chapter meeting as a prospective member, at the chapter closest to your route
- You agree to take part in sick route coverage under your chapter's Standing Rules
- You carry liability insurance of at least $1,000,000
- You pass IPSSA's Water Chemistry Exam or an approved certification program
IPSSA also encourages members to keep their business and professional licenses current. The chemistry exam covers the same ground as our pool library: start with the FC–CYA ratio and reading the LSI.
How to join IPSSA
- Find the chapter nearest your route on ipssa.com
- Fill out the membership application
- Contact the chapter for its own requirements, and attend a meeting
There are chapter dues and national dues. Chapter dues vary, and IPSSA does not publish the amounts on its benefits page, so ask the chapter. If there is no chapter near you, IPSSA offers an Affiliate Membership.
What PHTA is
The Pool & Hot Tub Alliance describes itself as a non-profit organization representing 4,000 members from around the world. Its members include manufacturers, builders, distributors, retailers, commercial facilities and service companies. It provides education, advocacy, standards development, research and market growth programs for the industry.
PHTA runs the Certified Pool & Spa Operator (CPO) program. See our CPO certification guide.
What PHTA membership gives a service business
PHTA has two categories for service businesses: Service Company, for firms that service and maintain pools, spas, hot tubs and water features, and Single-Person Service Company, for one person doing that work. Its join page lists these benefits:
- Advocacy for your business interests
- Education and certification, including CPO
- Market research and statistics on consumer trends and supply chains
- Workforce development programs
- Networking through PHTA councils, committees and events
- myPHTA, the members-only online community
How to join PHTA
- Choose the membership category that fits your business
- Fill out the online application
- Once PHTA approves it, your member benefits start
PHTA does not publish its dues on the join page. Its Member Services team helps you pick a category: 703.838.0083 ext. 116.
Which one to join first
They do different jobs. IPSSA is local and practical: a chapter of techs near you, and people who will run your stops when you can't. PHTA is the industry body behind CPO, the standards and the research. A solo operator usually feels IPSSA's value first. Join PHTA when you want its certifications, its data or its voice in regulation.
